Rules of Competition
Current FIFA Laws of the Game with the following modifications will govern all tournament games.
At registration (if not previous supplied during online registration process) each team shall submit a roster representing each player and coach. No player may play for more than one team and no roster changes will be permitted for the duration of the tournament. Any team using an ineligible player will be disqualified from the tournament and forfeit their registration fee.
Schedule, Game Location, Failure to Show
It is the responsibility of each coach to make certain they have received the correct game schedule at registration. Regardless of weather conditions, teams must, within five minutes after the scheduled start of the game, be on the field of play, be ready to play, and field a minimum of five players plus goalie (6v6 matches), seven players plus goalie (8v8 matches), or forfeit the game. The winner of the forfeited game will be credited with a 1-0 winning score. Only tournament officials may cancel, postpone or reschedule a game for any reason. Games terminated for any reason after fifteen minutes of play will be considered official and the score will stand.

All players must wear protective shin pads and molded bottom or screw-in ‘plastic’ soccer shoes. No metal cleats are allowed. In the event that team colors are the same or similar one team will change colors (bring colored pennies). All player equipment is subject to final inspection and approval by the referee.
Players, coaches and spectators are expected to conduct themselves within the spirit and letter of the Laws of the Game. Proper conduct shall be determined in accordance with the Laws of the Game and shall be solely at the discretion of the referee and tournament officials. Either the referee or a tournament official may eject a player, coach or spectator for cause, at his or her sole discretion, from further participation in the tournament. The eligibility of any player or coach receiving a red card to participate in the next scheduled match shall be at the discretion of tournament officials.
Coaches, substitute players and spectators are required to remain at least three yards behind the touchline and between the penalty areas. Both teams and coaches shall be on one side of the field and the spectators on the other side.
Unlimited substitutions are permitted at any stoppage with the consent of the referee.
Players must be at the centerline prior to the stoppage in play. Under no circumstances should players enter the field of play directly from the bench as a substitution.
Limited substitutions are permitted with consent of the referee at the following times:
• After an injury only to replace the injured player.
• To replace a cautioned player.
For the 3/4 grade matches the rule will be loosely enforced. Any overly offside player will be called.
For the 5/6 grade matches Any offside player will be called. The Offside rule will we enforced to the best ability to the available referees in both age groups.
The Tournament will be played according to the schedule provided. Teams will play 3 preliminary matches. The top 2 teams in each group will compete in a playoff match to determine the tournament champion. Standings after the 3 preliminary matches will be determined using the following procedures:
• Three points for a game win, one point for tie and zero points loss
• Results of head-to-head competition
• Most victories
• Fewest losses
• Least goals allowed
• Most goals scored with no more than a four differential spread per game.
• FIFA penalty kicks
The championship match will be the same length as the preliminary matches. If the score is tied at the end of regular play, two 2 five-minute overtime periods will be played. If the score is still tied at the end of the second overtime period, FIFA penalty kicks will be used to determine the champion.
Tournament officials will not allow a game to be played in inclement weather if there is a possibility of injury to players or damage to the playing surface. In the event of inclement weather the Tournament Director has the authority to:
• Relocate and/or reschedule a match
• Change a division structure
• Reduce scheduled duration of a match
• Cancel a match
• Cancel the entire tournament for the safety of the players and the good of the fields.
In the event of inclement weather forcing play to be halted and preventing the match from completing during the scheduled time, the score shall stand if at least one-half of the match has been completed. The Tournament Director will have the final decision on field closure without appeal, objection, or compensation.
There will be no protests affecting the outcome of any game. Decisions of the referees and tournament officials are final.
Neither the tournament committee, nor Mt. Washington Valley Soccer Club will be responsible for any expenses incurred by any team (including entry fees) if the tournament is cancelled in whole or in part due to weather or any other extenuating circumstances.
The tournament committee’s interpretation of these rules is final and binding.
The Tournament Director shall have the right to decide on all matters pertaining to this tournament.
